Mary B. Foster is President and owner of 1031 Services, Inc., located in Bellevue, WA. Ms. Foster has been involved in numerous exchanges as an attorney and intermediary since 1988 and frequently lectures before professional groups, investors and property owners on the topic of tax-deferred exchanges, and is co-chairman of the annual National Conference on Like-Kind Exchanges under Section 1031 I.R.C. Ms. Foster is co-author of Tax-Free Exchanges under §1031 published by Thomson Reuters/West. She is a past President and Board Member of the Federation of Exchange Accommodators, a member of the ABA Tax Section and is Chair-Elect of the Committee on Sales, Exchanges and Basis, and a member of the Washington State Bar Tax Section. Ms. Foster is a contributing author to Matthew Bender’s Federal Tax Service, Real Estate Tax Digest, The Journal of Passthrough Entities, Business Law Today, NYU Tax Institute and Journal of Accountancy. Anne E. Andrews, a Partner in the San Jose office of PricewaterhouseCoopers LLP, brings a unique combination of personal style and technical skills to focus on large scale federal tax projects. Her keen intellect and ability to connect with people within organizations enables her to develop practical solutions to complex tax matters.
Anne began her career in the legacy firm of Coopers & Lybrand in the Detroit office. Her thirst for knowledge and sense of adventure led her to work in PwC’s National Office with the Federal Tax Services Group where she identified and developed solutions in response to emerging regulation. Her ability to quickly interpret and develop practical solutions for multiple federal tax matters resulted in a move to the San Francisco Bay Area.
Anne currently serves as the West Region leader of PwC’s National LKE Team, as well as the National Champion for PwC’s CapExchange Program, which integrates complex consulting solutions to facilitate like-kind exchanges. Her energy and insight have resulted in the development and delivery of tailored exchange solutions involving numerous characteristics including: LKE Program exchanges, mass asset/multiple exchange group transactions; reverse parking of replacement property; reverse LKE Programs; self-constructed replacement property; intangible exchanges; liability-netting; IRC section 338(h)(10) elections; and IRC section 1060 allocation complications. Anne also focuses on tax accounting for intangible and tangible property transactions; evaluating fixed asset accounting methods to maximize cash flow; claiming repair deductions and segregating costs for accelerated depreciation deductions, as well as qualifying, quantifying, and defending Section 199 Domestic Production Deductions; and calculating domestic Earnings & Profits and Stock Basis.
Anne’s focus on implementation and audit of complex, coordinated projects spans a wide array of industries including technology, telecommunications, retail, healthcare providers, real estate interests, utilities, oil and gas, financial services and industrial products manufacturing.
Anne has co-authored several articles for national and firm publications, including articles detailing the impact of Rev. Proc. 2003-39 LKE Program safe harbors, as well as PwC’s comments to Treasury related to their Priority Guidance Plans. Anne is a regular instructor at national conferences on like-kind exchanges, accounting methods and fixed asset related subjects.
Anne received a B.A. from Michigan State University, and is a licensed CPA in California and Michigan, with certification in Illinois. Anne enjoys a full life with her husband, four children and many pets in a historic neighborhood of San Jose.
